At Time For Change Foundation, we understand that true solutions instead of temporary fixes require addressing the policies and systems that create barriers to housing, employment, and family stability. Just as public policy can be a source of tremendous good, it can also be a destructive force that harms the people and communities our organization serves. That’s because when it comes to our mission, the impact of change in public policy is rarely neutral. We understand as agents of change that means we cannot be neutral—we must advocate.
Our advocacy efforts bring the voices of those most impacted by punitive policies into policy development and civic engagement. We believe that the best advocates for policy change are the people who have lived the challenges and understand the real-world impact of legislation. Through our advocacy work, we aim to build lasting, positive change that addresses root causes rather than symptoms, ensuring that families have the opportunity to achieve true self-sufficiency and thriving communities.
We are dedicated to increasing voter participation and civic engagement in the Inland Region by empowering our community to be the change they want to see. Civic engagement remains a challenge in many underserved communities, with various barriers preventing full participation in the democratic process, which demonstrates a crucial need to increase civic and voter participation in the communities we serve.
Leadership Development is designed to help empower our women to be the change that they want to see. Most of these women did not know they had a voice, nor did they know it was their civic duty. The empowerment builds on the strength that these women have and teaches them that they are the best advocates for themselves and their children. Beyond that, they learn the leadership skills that will allow them to not only take control of their own lives, but also to become leaders in their businesses, neighborhoods, and the larger community.
We also work to increase voter participation and civic engagement through voter registration drives, education about the voting process, and helping community members understand the impact of their participation in democracy.

Gave pregnant women access to lifesaving CalWORKs cash and healthcare benefits in their second trimester, particularly affecting women facing domestic violence.
Removed the lifetime ban on CalWORKs and CalFresh benefits for people with past felony convictions.
Supported legislation that allowed California to expand Medi-Cal coverage.
AB 218 removed the question “have you ever been convicted of a felony?” from public employers’ applications.
Since our inception, we have helped over 5,300 homeless women, children, and men transition from homelessness to self-sufficiency.
