From Humble Beginnings to Transformative Impact.

Time for Change Foundation was founded in 2002 on a powerful belief: every family deserves more than temporary relief—they deserve the tools and support to build a thriving future. Founder Dr. Kim Carter-Tillman, drawing from her lived experience of homelessness and incarceration, opened the first 6-bed emergency shelter in San Bernardino to provide women with the comprehensive support she knew was essential for lasting change. What began as one shelter has grown into a nationally recognized organization serving women, children, and men across California with programs that transform lives and create lasting self-sufficiency.


While others were recycling homelessness through short-term solutions, we were determined to end it through comprehensive, evidence-based programs that address root causes. We recognized that housing alone wasn’t enough. True self-sufficiency requires healing from trauma, developing life skills, rebuilding family relationships, and creating pathways to economic prosperity.

Today, we operate multiple housing facilities across Southern and Northern California, the groundbreaking BBOP (Black and Brown Opportunities for Profit) Center, and comprehensive supportive services that have helped over 5,300 homeless individuals and families achieve lasting self-sufficiency. Our growth reflects our impact: From 6 beds to 250 housing units annually. From one program to a full continuum of care. From serving women and children to expanding support for men, entrepreneurs, and entire communities.
